If anyone is searching in the future, I was able to get them out with more heat and actually using rotating the bushings (instead of pushing/pulling axially). I clamped the flange of each bushing extremely tightly in a vice, heated the section of the arm they were pressed in to, and gave the arm a bunch of hard whacks with a rubber mallet on the opposite end in an attempt to spin it around the bushing. As the arm spun, the bushing naturally worked itself out. I was able to get all 8 out in <25 minutes with no cutting required once I figured out the process.
